I have a Henry 22 LR and it shoots shorts just fine. At 25 yards they are sorta fun. At 50 yards you can watch the bullet arc to the target.

Forget about groups size unless you have a BIG target.

You need to try reloading. I have been playing around with the Hornady Lever bullets, 140g FTX. They shoot nice with either Lil Gun or H110, but I couldn't get as much velocity as I thought I should at very near max loads. They do shoot nice in the Rossi however, as you stated.
