At one time I had a Win 94 breech bolt with a factory mounted peep sight. The sight did not mount to the top with screws like most do but was held in by the same pin that holds the extractor in. If the bead's screwed in (which it most likely is), be aware that it may be staked in place, in which case you would be better off by drilling it out to a clightly larger size & tapping the new hole for whatever front sight's needed/wanted.

. I wouldn't dout about it...…. :) The Charter has always been a far cry from the earlier/weaker DA revolvers - with a very strong frame and an unbreakable beryllium firing pin. I would, however, suggest speaking to CA if the MUCH stronger .327 Federal was being contemplated, due to it's much higher...
