I'll second Griff. I'd stick with standard-pressure loads, preferably 158 gr. lead SWC bullets. These should accomplish the jobs you list without abuse to the gun.

I'm never troubled with wet bores. I carry a roll of electrical tape in my little daypack, and when it looks like rain I stick a piece on the muzzle. Perfectly safe, doesn't affect point of impact, cheap and effective.

Although the Marlin is smoother in operation out of the box, a plenty strong for typical pistol calibers, the Rossi is well-built and a significantly stronger design -- they even chamber it for .454 Casull. My personal taste leans towards the Rossi, and I love my little Trapper in .45 Colt.

That's going to be a major engineering job. Along with the fact that the .30-30 is a substantially smaller round overall, the rim of the 7.62x54R is significantly larger than the .30-30's. Pity he didn't leave it alone -- the 7.62x54R is a heckuva round.

The hold you describe as a 6 o'clock -- sight set so the bullet impacts at the top of the bead -- makes a much more precise aim possible than you can ever get with the "bead is the bullet" hold. Switch to a blade front sight and you'll see your groups shrink even more.
