I too want a 99 in 7-08 and it looks like the only way I may get one is to have a 308 re-barreled. I wish Dale Storey was still working, I would hire him to do it. I have 4 of Dale's guns. That likely is cellulitis. Get your tail to a Doctor, NOW. If the area is enlarging, you need to be on antibiotics as soon as possible, if you wish to not end up in a hospital. Even a mosquito bite can allow staff or strep to get into the broken skin. AJ
