I would try seating out further, length is no problem in 94's. My 94 AE has a long "toilet bowl" throat actually .400" long and is a real pain with cast. Another thing to try is shortened .357 max brass which you probably can't get over there.

Faster to medium burn rate powders( Bullseye,231,Unique) as used in .38's will gain 200-250 fps in the rifle. Slower powders used in max .357 loads such as 2400,296,AA9 gain 350-400 fps in the rifle over the hand gun. Very little if any difference between 16" vs 20" barrel in the .38-.357.
