Up until the early 1970s, Texas had a law which defined a "Negro" as a person who contained 1/8 or greater negro blood. Under the 'Jim Crow" laws, such a law was needed. I doubt if there are any statutatory racial definitions any more, but these are the roots of theat sort of things....
