Convert smooth interior surface of gun belt to "rough out"?

My holster belt is a Bianchi B-3. It has but one minor shortcoming. Its smooth interior surface requires me to wear belt keepers. Without keepers, holster and belt would follow the revolver perhaps eight inches upward during a draw. I am informed that some holster belts have severely textured or "rough out" interior surface that reduces the need for belt keepers.

Is it possible to render my B-3 into a rough out interior surface without ruining it? If it is possible, please identify who can do this job. It would be reassuring were that person to do such jobs fairly regularly.

Moleskin can aid in keeping your belt where it needs to be. Me, I just tighten the belt!

You could try to glue some rubber strips to the belt where it contacts your hips.

My duty belt has velcro on the inside and a buckleless velcro pants belt. When I get ready to take it off, I must peel it off. Never moves at all.
