The "cut-out is called a "choil", usually accompanied by filework or cross-grooves atop the rearmost inch of the blade, to facilitate "choking up" on the blade with the thumb & 1st finger ahead of the crossguard to accomplish close/fine work.
The "choking up" allows any blade to be used as a shorter blade, safely.

I like the look of them. They're conceived in fire and born under the hammer, they should wear some of that so those who appreciate good breeding can mark them.
