Marlin 1894 44 mag twist

Will the Marlin 1894 (ballard rifling) with it's slow twist, fully stabalize 250gr cast boolits???

It will stabalize 310 grain cast boolits at least to 100 yards. I know because I've loaded and shot them and it gave me nice groupings with little round holes at 100 yards. This was a .431" sized, gas check wfn Lee boolit - wheel weight alloy with a bit of tin. 21 grains of H110.

250 will be no problem!! I do recommend that they be sized over bore though for best results - like .430-.431" and you don't have to push them to max velocity as long as they are a good fit to the bore. :)
