Savage 99, .250-3000 Twist question

Hi All,
Buddy of mine just picked up a 99 in .250-3000 with a 14" twist.
He is curious when Savage quit making the 10" twist. His is 99%, manufactured somewhere
around 1959 and he got it for $700. And no, it is not for sale.
