I did shoot a chipmunk with a 44 Mag rifle once, and hit (confirmed blood splatter) a housefly (landed on a target while bench shooting) with a 6mm Remington once....but never exploded a horse...

I actually saw that FS pamphlet with the dynamiting a horse instructions somewhere before, wish I could remember where. Article says it was published in '95...I was doing some fire contract stuff around that time, we might have been laughing about it at a fire base.
I can see the need. Dynamite or C4 would do well. CV38 is too slow and the brisance is not enough. TNT would work, but not as well. It would have to be a fast reaction explosive to scatter it well. The heat produced would also make it effective.

As in Blowing UP a Horse
Not being a horse guy I couldn't care less, however there are many horse people around here that could use some TNT! They ride their horses on public roads & trails and horses do what comes naturally but have you ever run through road apples on a bicycle?
Reminds me of Col Potter on M*A*S*H ' I once had a C.O. that ordered all horses corked! '
