At this point I doubt if the powers that be want a really low body count. It would make them look bad for crying wolf. They'd be happier if those who are old and infirm die. Imagine the money it would save in Social Security and Medicare.

I will never, ever believe my government or anyone in it wants a higher body count than can possibly be avoided.
