My neighbor brought this over he got it at a relatives and no one has a clue what it was used for.
My guess is its for surveying or military.

Looks like an incomplete "BC 'Scope -- Battery Commander's Periscope. Believe the BS 'Scope was designed and developed for WWI trench warfare use.
I served with Echo battery 12 Marines in Vietnam and the battery had one. Among pother things, the BC scope could be utilized for land survey if the Theodolite was not functioning. I learned basic survey off of one. Have not seen one and its accompanying surveyor's tripod of the surplus market in years. Even back in the days of selling off surplus, th BC 'Scope was not exactly inexpensive and easy to find.
The most important aspect of this signature line is that you don't realize it doesn't say anything significant until you are just about done reading it & then it is too late to stop reading it....

It's a rangefinder for artillery I think. I guess you could do a rough survey with one but it's only accurate to within yards. "Battery Commander" battery of artillery?

Most of the images I saw online showed German troops using them -- maybe you want to look closely for any maker's marks or proofmarks. That might help with the resale/collector value.
