Now, that is a true Texan's question. Here in Texas, I have learned what chili really was really meant to be. My Mother used to use beans and tomatoes in her chili. She grew up in SouthWestern Kansas and the Western slope in Colorado. That might be why her chili is more of a mild soup with beans, meat, tomatoes, and bell peppers instead of a thick spicy meat dish that can be eaten off of a plate. Me, I like it made both ways, as long as the bell peppers are left out. I am allergic to bell peppers. I like chili, serrano, and jalapeno peppers.
