From the mid '50s. There were 3 kits; the 99, a Winchester 94 and a Mannlicher-Schoenauer. Aurora got the molds and reran them circa '59. They aren't too difficult to find on eBay or some of the old kit sellers. I never had one but a friend built one and my memory was that the parts didn't fit together well. They claimed they were 1/3rd. size but I seem to remember them being about 7" or 8" long though I haven't seen one in almost 60 years.
I have never seen those kits but as a kid in the 50s I had a toy cap firing Savage 99, It was quite a realistic model with a pistol grip and a Schnabel fore end, it also had a fixed dummy scope on it which even then I disliked
I remember in the 60s making a couple of plastic, Japanese kits of revolvers, which I haven't seen in model shops for years.
