Mmmmm....YMMV, but I don't like it for a couple reasons. (1) Only two shots, and (2) The LEOs are edgy enough these days, now everyone with a cell phone is a potential threat.

bingo..can use it as an excuse to prevent you communicating or taking video etc
If the designer can make it a functional, reliable repeater he'll become a millionaire and a smart CEO would hire him in a minute. And I'd shake the cob webs and let the moths fly open my wallet and buy one.

I applaud it because some 'good guys' need to penetrate the corporate environments, halls of academia, and other "gun-free-zone" killing-fields. Unfortunately the only way many nurses, secretaries, or housekeeping staff in many corporate, hospital, and academic environments never get the 'waiver' that the more elite executives and head honchos get, and often are the ones who have to ride the bus home to their not-good-neighborhood homes.
Sure, the bad-guys may use them, but the bad-guys would get them or make them anyway, or just barge-right-in with their AK's and shoot places up the old-fashioned way.
At least this way maybe sometimes someone can shoot back.
