While I agree with gamekeeper... it would of course, also be a gathering of the dreaded politician... and my old boss used to say... "Oh GAWD... the Legislature is in session... the Republic is in jeopardy!"

That parliament is of "owls" isn't it?

What is the collective term for magpies?? I've had a bunch of them eating from the deer backbone and limbs that I put out in the yard for the dogs. They've also flown off with about 5 pounds of fat and "odd-bits" of meat, etc from the same deer in the past couple of days. The deer is finally all butchered and in the freezer.

Since magpies are close kin to crows, I would offer "assassination" as a good collective term for them.
