I don't have the step-by-step with these (IIRC the instructions were in French), but the pics are fairly self explanatory:

FWIW, I like to use a Nipple Pick to stab the cartridge AFTER it has been seated and just before capping...

That happens to be "French Light" Rolling papers, but FWIU there are some really good Hemp Based papers now being sold in Colorado that I need to try...

Has been for me... so long as I use good rolling papers and spike the load through the nipple with a nipple pick...

Cigarette papers contain mineral fillers to increase opacity and regulate burn rate so are less than ideal for cartridges. When I was making paper cartidges for a Sharps .54 breechloader I used "onion skin" paper, a thin but tough cotton based paper, and soaked it in saltpetre solution. That way you don't have to spike the paper through the nipple, but it adds a few more stages to an already labour intensive process.

That's why I'm looking into some of the "natural" Rolling Papers made from Hemp being sold to the good potheads of Colorado...

I starting making paper cartridges about 30 years ago. I had inherited a bunch of my Dad's old "American Rifleman" magazines, and they had a very detailed article in one of the issues (from the 1960's, IIRC). I agree with OI on pricking the bottom of the paper cartridge after loading. Or you can tear and pour. I like Perry's idea even better. I have not loaded a paper cartridge in over a decade, so will need to check into the onion skin paper!
