In a word, "No"... Bought my BLR .308 in 1972 (old style magazine, glad I got two at the time). I have used various bullet weights, handloads and store bought, plus beau-coupe (That's "boo-koo" to you Frankophobes) various military, most recently some 1980's Radway Green. Some of the military was cruddy and didnt fit too well in the tight Browning chamber. Running it thru a sizer die took care of that issue.
I cannot say Ive ever had any issues with jamming due levering slow or fast... Your problem might be the type of ammo and bullet weight/shape... or it could be something to do with the magazine, have you tried a different magazine? Or, perhaps it's the way you throw the lever, for whatever reason, perhaps you are "limp-wristing" the rifle somehow. Good luck, these are very fine rifles and should be fun, not a hassle.

I have. It was the magazine lip on the right side. All my mags did it on that gun. I screwed up two mags before I took it to a real gunsmith who fixed those two and the other two to work in that gun. The last round on the right would jam into the locking threads.
