Scope mounting issue...

I like a low mounted scope as most do on a levergun. I have a Marlin .30-30 That has a XS sight rail on it and I took off my Scout setup and replace with a old Weaver. The front "bell" of the scope touchs the mount rail, is this an issue?

I'm using the Leupold VX-1 1x4 scope on my leverguns. No front bell so no issue there, you can mount it as low as the hammer spur will let you. In your case, try to shim it up a few thousandths to clear the rail. If not, you'll need the next size higher rings........

How about filing down the rail a little?

One issue is on a cold morning the whole assembly will shrink and possibly bend the tube or crack the glass. Plus, anytime you drop the rifle or bang it on something the shock will go straight to the front element. It may not be a big deal but I think it would be better to free it up.

same thing I used to do on nuclear missiles when I had a clearance problem: "file to fit" .....

+1 on what El Chivo said. Most of those rails are just painted aluminum anyway so you can file it down and rattle-can some new paint on it.

Be sure to use a GOOD file, as real Weaver rails are HARD anodized indeed - in fact, I'd recommend using a small grinder instead.

Touchup is a no-brainer.
