It looks as if the strap is in such a place that it would use gravity to prevent that. If that is still a problem, I think that a countersink bit could be used to make 2 indentations which could then be drilled and a small piece of brazing rod could be bent to the appropriate size and used to hold everything together. If the portion where the cartridges actually stay in were smaller than the rest of the box and enclosed all the way around by the rest of the box, then a countersunk hole and a firing pin for an AR15 would work well. Just place the hole where the strap would hold it in during carry.
