5 pints of LIGHT CREAM or 1/2 & 1/2.
12 Hershey candy bars.
Slowly heat cream on stove, break candy bars in small pieces and slowly add to warm cream. Stir until melted candy is fully mixed.

Make your powder with half and half instead of water....... I'm doing a coma just thinking about it. The sugarless takes some of the heart attack out of it.

How Bout the using instructions off the Can
The old time herseys cocoa instructions work good, always better with half and half or a little creme mixed in to the milk, keep the overall volume the same.

Every once in a while, I get into a mood to find the "best" of something - the "best" hot dog, the "best" root beer, etc. One year I had the craving to find the "best" hot chocolate. Here's the recipe I eventually settled on, after going through roughly 50 others:
DOUBLE HOT CHOCOLATE
1 2/3 cup milkÂ
1/3 cup creamÂ
6 teaspoons sugarÂ
1 oz. semisweet chocolate, grated
1 oz. unsweetened chocolate, grated
1 teaspoon brown sugarÂ
1/2 teaspoon vanillaÂ
Slowly heat all ingredients except vanilla in a saucepan until the liquid just breaks a boil; remove from heat, whisk vigorously until chocolates melt and sugar dissolves.
Return to heat, add vanilla, whisk quickly and serve.

A nice hot cacao milk för a cold day, swedish recipe:
1 pint of milk
1-3 tablespoons of pure cacao powder, depending on taste
1-2 tablespoons of sugar
some f-e-w grains of salt
Whip the ingredients into the cold milk in a pan, and bring it near cooking. If you like to, top the cup with some whipped cream. Enjoy!

OK! Time for the Chef to weigh in here!
Ok fellas!
Try using Ghiradelli's Sweetened Groud Cocoa with whole milk or half/half for your cocoa. Follow the directions as far as ratios is concerened. It's truly sublime. I stay away from Cream (light or otherwise) as it's viscosity detracts from the overall experience(Makes it too thick, duh!) You can also try adding a little Powdered Espresso to the dairy product as you heat it to add a little punch to the chocolate flavor. I do it in my baking all the time and it really adds alot to the flavor profile.
GrantC's response got me thinking about my favorite "Bests" in the catergories he mentioned.
Root Beer- Stewart's- They used to (still have a couple around the Jersey Shore area and along the Pa. border) run Car Hops in my area where you could get a frosty cold mug from the tap brought out to you car on a hot summer night! I can still taste the burgers & dogs to this day!
Hot Dogs- I'm lucky (only in this regard mind you!) to live relatively close to NYC. We get the best Corned Beef and Pastrami too! But as far as dogs are concerned; in no particular order:
Sabretts
Nathans
Best's
Hebrew National
Mustard- Koskiusco Deli Style
BB
