I am thinking of possibly moving to Missouri and I would like to know that if someone has a handgun that they want to sell me, is it cash and carry OR do we have to go to a dealer to have the transaction completed? If we have to go to a dealer, is this a federal regulation or a state one?
Just curious, I am not too keen on some of the state-to-state laws yet.

Those law links need updating.
We DO NOT have a "permit to purchase" system any more. That was done away with several years ago. We DO have the "Castle Doctrine" which was put in place at the time they did away with the Permit to Purchase.
Sales of handguns are basically regulated according to Federal Law. Purchasing from a FFL (in a store or otherwise) you have to fill out the 4473 and clear NICS.
Face-to-Face sales are done all the time between friends, at gun shows etc.

That is why I moved from Kalifornia to Missouri in 2005.
