OT: Illinois pistoleros can no longer shoot in Indiana

Post by 45Jack »

Went to an Indiana DNR range a couple weeks ago and was told that as an Illinois citizen I could not shoot handguns there.
Merely being there with a handgun in my possession was unlawful use.
Rifles are OK, but to shoot or have a handgun in your possession you must have a CCW.
If you reside in the leftist state of Illinois that denies second amendment rights, you need a CCW from a state that issues non-resident permits.
- Utah, Pennsylvania, Florida...
Just a heads up to the Illini shooters.

This is one of those situations that arose from somone not keeping their mouth shut.

Indiana has 2 classes of Handgun License. "Target/Hunting" and "Personal Protection" (Unlimited). Both are "shall issue", and both are available as "Lifetime" licenses.

For as long as there has been "Shall Issue" licensing in IN, the LETTER of the law says that to use a handgun anywhere but on your own property you must have one of the 2 Licenses.

HOWEVER, unless you are a PITA &/or a LEO is having "non-discressionary" day (i.e. is a jerk or has Brass with him) nobody cares.

UNFORTUNATELY, some geeb from ILannoy - and we're not sure if he was legit or an anti in drag - came over to an IN LEO-controlled State Range and BROUGHT IT UP to the Brass in charge.

Several phonecalls later all DNR Properties were required to post the "Must have License" information.

Now, here's the upshot: 99% of all Non-LEO run DNR properties STILL run on "don't ask, don't tell", and even then most LEO's won't ask... unless they are Jerks and/or have Brass with them when they see an ILannoy Plate in the parking lot.

And yes, they ONLY check if there is an ILannoy plate in the lot. There IS a feud there - mainly because Idiana folks get screwed really hard if they inadvertantly cross the invisible State Line (often down the middle of a city street) while legally CCW. Crossing that line means a MANDATORY FELONY in ILannoy. (Depending on the circumstances an IL resident with a Handgun in IN could get anything from a citation to an actual criminal charge... be nice to the Cop...)

So... ifyou are from IL and want to shoot handguns in IN you can (A) shoot where there are no LEOs or (B) get a NR Permit from another State which will generally satisfy the Brass.

And yes, I think it's dumb.

OI -

Somewhat related question. In a Chicago suburb like, say, Schaumburg, would an individual be allowed to own a handgun or 10? Not carry it mind you - but let's just say this individual moved there from Indiana 20 years ago, knowing he would reside there temporarily, and did so for 6 months with his collection under his bed?

Dunno about Schaumburg specifically...

Now? You would have a "Heller" case if you had a FOID. W/o a FOID you would be screwed.

Then... I hear Cook County Jail is nice...

You boys need to spend some time dealing with bureaucracies in Third World countries.

- It matters not whether the situation in question makes sense or not.
- It matters not whether the situation in question is right or wrong.
- All that matters is that the proper paperwork is filled out correctly, and the
appropriate fees paid.

When that is done, anything is possible.

And if you have connections to whoever is in charge of that department, you are even better off!

That said, with regards to firearms laws we are in better shape than we were 10 years ago, but nothing like we were when I was a teenager in the years before President Kennedy was shot.

Yes, this is stupid, but this is a case where Illinois has screwed (and it continues to screw)its own citizens. I was born and raised in (downstate)Illinois and have lived in Indiana for the last 14 years and I'm thankful everyday that I had the chance to move here. Unfortunately for everyone south of Chicago, the Daley Machine continues to run the entire state.

If you have an FOID card you can have a handgun or 10. IF not, possession is "unlawful use of a weapon".
A lot of the problem, as stated, is the way Illinois treats Indiana residents. Not only the carry thing but also other sportsmen.
Indiana has reciprocity agreements for hunting and fishing with other neighboring states, but Illinois will have nothing to do with it.
Unfortunately all of Illinois is run by a tiny little North Eastern area - the City State of Chicago.

I can only hope that sooner or later the voters of Illinois can overpower the county of cook.
But when you mobilize the entitlement class to vote with the lure of freebies from Uncle Sugar, that's an uphill battle for us.

FWIW Jack, you can bring all the handguns you want down to the Knox IMHSA Cowboy/Sillhouette shoot on the 3rd weekend of the month. Cowboy/CAS on Saturday, Sillhouette on Sunday.

Private Land, no cops who "care"... (Several ILannoy plates this Sunday)

Only about 80 mi from you.

Take heart - I used to live in OHIO, and they were just as bad as Illinois...!

Their law said that in essence no CCW permit was needed, as long as you weren't intoxicated, acting recklessly, under age, or committing a crime. Sounds great, right...?

Then it began to be interpreted that absence of those factors "constitutes a valid defense" for carrying concealed. Over time, that translated to getting arrested, then having to exercise your "defense" in court. Each time, even if just last week you proved you were in the right under the same circumstances as this week. Then finally, NOTHING constituted a valid defense, in clear defiance of the law.

I even saw a pharmacist bribe a cop because the cop knew the pharmacist had a handgun in his store and could have gotten him in big trouble. I worked nasty shifts in nasty neighborhoods, as students often have to do, and carried alot for my own safety - but always had to make that conscious decision of whether I feared the robbers or the cops the most. THAT is the hallmark of a police-state.

I got the heck out of that state as fast as I could.

Anyway, NOW Ohio is in good shape, largely thanks to http://www.ohioccw.org/.

Maybe Illinois could get (or had already?) a strong group like Ohioans for Concealed Carry.

It is a real bummer. I grew up is southeast ILannoy, to the age of 34 before I moved away. Now because I no longer have the FOID I can't take any guns back home (that anyone knows)to go shoot with my ole buds who still live there. Thankfully they are usually generous enough to let me shoot theirs. I won't even take a gun back to my brothers house account of my nephew (step) is a police officer that is full of himself (and his dad, county sheriff, is same way)and I do not trust him not to try and cause me problems just so he can get some brown nose points.

Oh, FWIW, Vermonters can't "legally" shoot handguns here either as their state has no provision for any sort of permit.

But, like I said, the LEOs really only check ILannoy plates. Vermont is totally off the radar.

No FOID in CA, at least not yet. I imagine the only hold up has been trying to get it translated into 16 different languages while keeping it to a reasonable size. Then they would have to establish a new bureaucracy to issue and track the cards, and we can't afford more government workers just now due to the economic downturn.

I appreciate that. Took the Utah CCW class, got my picture taken and finger printed. Paper work is in. Now just waiting.
I wish every gun owner in Illinois would get a non-resident permit from another state, just to show them we are serious.

For those who don't follow Illinois politics, Obama is a puppet of Mayor Daley of Chicago, and Daley wants Illinois to be the first "gun free" state.

I must chime in........

Indiana is one of the best states in the Union for guns. We have permits, state run shooting ranges, and the never ending choice of gun stores. Open carry or concealed carry, and the ONLY state with a lifetime permit.
Illinois has...........

Blojo
Durbin
Obama
Dailey
Stroeger
....get your act together!! get a Utah or Florida permit, join the NRA and lobby your local state reps that you will move to Indiana. FIGHT for Illinois gun rights. I left Illinois for a horse farm in Indiana and then discovered gun rights. The Illinois Dumbocratic party is almost at its weakest since who knows when.........................
FIGHT you can win you will make the rest of the Nation take notice.
