People like this (and so many others who set fire to people on subways, stab random strangers, etc...) need to be in a One Flew Over the Cuckoos Nest kind of place...

The one thing that Reagan did, as California Governor, that set the stage for out homeless problem was to shut down a lot of the inpatient psych facilities. His motivation (save money and make families responsible for family members) was good. But, it turned out to be short sighted. Oh, it did save money. But he failed to understand that if family members wanted to care for their mentally unstable relatives, they would already have been doing so.

Then when the liberals that came along later "decriminalized" homelessness the state created a hopeless situation. Homelessness wasn't really criminal. But the homeless were often criminals. So all they did was tell the homeless, and by extension many non homeless, criminals that you can commit crimes without fear of prosecution or incarceration.

Yes, the institutions need to be re-instituted... but they won't do any good until the involuntary commitment laws are re-established. I know from experience that getting an involuntary commitment has become absolutely impossible until the patient pulls a Reiner and goes berserk on somebody else. We have substituted chaos and carnage followed by imprisonment for involuntary treatment, thus creating the most expensive and least effective method of dealing with the problem.
