Those states should lose ALL federal funding, just as they should if they banned Bibles, allowed slavery, or any other Constitutional violation.
Their legislators voting for such nonsense, the governors and police enforcing it, and any judge allowing it should be put in jail.
That's what our nations founders would likely advise.
