It’s sort of does seem plausible though… I remember a friend of mine’s dad sawed his 24 inch barreled 22 LR rifle down to about 18 or 19 inches after running a patch through the barrel, and just going by feel, thinking that was the tightest spot in the barrel.
Later on, I read a book about rimfire accuracy, where the author advocated that same thing. So I guess if you can’t find the tightest spot, you can make the muzzle BE the tightest spot.

My old Italian copy 1858 Remington .44 cap n ball sixgun had a barrel that was .458" at the throat and .445" at the muzzle. (After I got finished working on it.) That improved the accuracy and the power.
.445" diameter ball
38 gr. 2Fg ..........................951 fps
.
.456" diameter ball
38 gr. 2Fg............................992 fps
38 gr. 3Fg..........................1036 fps
full load of Pyrodex P.........1087 fps
I hunted with it and shot long distances easily. Of course I put a nice S&W front sight with a corresponding nice square rear sight.
