I saw something similar on a cow elk at Yellowstone several years ago.

Could be BOT FLY larvae. The fly lays eggs and the maggot gets under the skin where it grows causing lumps. Eventually they out grow the pocket in the skin and hatch.
Or the lumpy appearance is just the coat shedding out.
Mange causes the hair to come out altogether.

Sage my pup had one in her armpit, vet thought it was an abscess from a puppy play bite. Antibiotics didn't clear it up so we just waited and eventually the doc was finally able to pop it out. It didn't seem to bother Sage any so I guess it really wouldn't bother an animal that lives outside and is mobbed by flies, ticks, chiggers 24-7-365.

Had a mule deer come thru the yard a few times late last Fall, and she only had a bit of hair on her rump about the size of my hand. No hair otherwise, anywhere. Thought "winters coming and she won't make it". Turned cold and never saw her again.
