In it he says "By then, Americans had already formed two basic political parties. The Federalists wanted a muscular central government and the Anti-Federalists wanted a loose confederation of states."

I just un-confused myself....the MODERN use of 'federalism' means a de-centralized government where the member states have significant power, but in those days, they used the term to mean a strong central government....now things make more sense.

I wish they would quit changing definitions....

'Liberal' used to mean tolerant and inclusive....now it means the opposite.

Same with 'progressive'....they ruined that word.

Anyhow the judge summed it up well.
