O.T. question. Ohio FFL requirements

Does the state of Ohio require an FFL for the transfer of a caplock style muzzleloader? The arm in question is a T.C. Hawkin Thanks, 1886

No. BP Guns can be bought w/o license.
You can still buy them off the shelves at Wally world and other box stores.
