Probably because they are muzzle loaders, the feds don't consider front stuffers a firearm- YET !!

You can get a pretty serious quality Pedersoli 20-gauge Howdah for not much more money, which I am sure would be far better built. The one I had a dozen years ago was surprisingly accurate with a patched .595 310-grain round ball at 25-ish yards and not punishing. The 12 bore might be.
