Perhaps the correct quote to use to summarize the situation is one from nearly a year ago (well before the Gazans started a second war):

It's not hard to "anticipate" a shortage with that sort of ramp up in production.
The guy at the gun store said the output from Alliant will be affected the most. The ball powder from St Marks is less so.
edit: I looked around with google this morning. According to the state of Virginia, "The Radford Army Ammunition Plant (RAAP) in Radford produces rocket and gun propellants. The plant was built in the 1940s by Hercules Powder Company to support military ammunition requirements during World War II. Today, the plant is the only active military propellant manufacturing center in the country."
That plant also makes the flake powders (pistol and shotshell) for Alliant. This is consistent with what the fellow at that local gun store told me.
However, my search also found a note by General Dynamics that they make propellant in Arkansas for the 155s. Perhaps it's made from the base stock produced at Radford.
