Winchester 94s made in the 30's

I've been buying/selling and collecting Winchester 94s for around 25 years. I rarely see a 94 made in the 30's.
Do you think the depression had an effect on how many rifles were being made by Winchester ?

As I remember, they cut back on production, with most going to fill orders for the Prisons and PD types, can't find my dad's notes to check for sure
