What does the container say for amount of powder? Is it a true pound? I'd weigh it, anything less then What it says on the label and then I'd pitch a fit.
Now as to whether or not it is what it says it is all you can do is burn some.
Did you get it thru the mail/ups? Was there any signs of tampering or damage? Or did you pick it up in the store?

Given Hodgdon's history with static electricity... I can't help but believe they're doin' ANYTHING to eliminate static.

Although I think their explanation for why there's no seal is bogus, I don't have an issue with not having a seal. Can't say I've ever purchased new powder of any kind that wasn't sealed, but I've bought a lot of opened cans of powder and never had any of it be bad.
