Possibly an early/old fashioned decapping tool for removal of primers?

Right church wrong pew!
Actually this is my home made .17 case trimmer.
The threaded rod is drill rod, broken de capping pin centers the hand cut cutter head. This could work on any case, just need a pilot of correct dia.
Thankfully the 17 rem doesn't stretch much!
