In addition to halting concealed permit issuance, the Philadelphia Police Department are relaxing their policies and “delaying arrest for … narcotics offenses, thefts, burglary and prostitution.” However, Kinebrew made clear “officers would continue to arrest people carrying a firearm without a permit.”

Sorry - but you don't halt "essential government services" during hard times. If they are ok to halt, they aren't "essential", and if they aren't "essential", then they shouldn't exist in the first place... :|

Delaying arrests for burglary and theft? Try that in Texas and see how many burglars die!

Likely you're right there - many of those voters aren't "single-issue" voters, so are willing to 'compromise' on the gun issue to get their union or occupational tax perks or whatever...
