The entire Central Valley of California was once under water. Fish fossils are found in Montana. Yep the change in sea levels has never happened.

21,000/23,000 years ago when most of the earth's water was frozen at the end of the last ice age, the sea levels were about 120 meters lower than now.

Just saw something on NHK about the trouble Tokyo is in. Parts are below sea level like NO. They have massive flood control projects to protect from the flooding of the 100+ rivers that course through, when the typhoons hit dumping massive amounts of rainfall. They are actively working on new engineering plans. "Move to high ground" wasn't mentioned. Floating neighborhoods, along the lines of the floating airport in Yokohama, is one possibility..
