Question about "Government Shutdown..."

Since the government is in debt, and is incurring debt faster than getting revenue, I wonder about when they say "the government will run out of money this Friday, and have to shut down, unless a new spending bill is passed..." can they tell when it is really is 'out of money', since it is already operating at a loss...??? :?:

If we are in debt, I wonder how much debt the shythole countries (all except us) are in? You know, the rest of the world looks at us as being "in the money".---6

The reason they throw so much money at such stupid things is because they have to get rid of it somehow.
It's much easier to convince you they need to take more when you think they are broke and don't have enough.
Hard to control people by taking half their wealth when they have so much money they don't know what to do with it.
With the kind of debt and compounding they are saying they have, it would have collapsed already.
