Wow, does this mean someone unlocked the doors and turned the lights back on at Jamison/Captech? I had heard it was a possibility!

No, and I doubt it's Jamison/Captech either. Since it's marked BCC I'd assume it's Bertram Cartridge Co. Captech/Jamison doesn't exist, and closed their doors over a year ago. Doubt they'd have an overrun now. Unsure why Graf's would mistakenly identify them as something else, unless they want to avoid Bertram's bad reputation for splitting cases.
