Winchester Legacy Model, I think they were in .357, 44mag and 30/30. (EDIT) 24 in round barrel pistol grip. Nice guns but did have the cross bolt safety. I have one in 44mag.and it shoots pretty good. I think they went for around $475 back when they first came out. Around 2004 or so I think.

I had good accuracy with the Barnes .377 jacketed over a charge of RL-7. I used between 28 and 30 grns, this was safe/accurate in my rifles. Your mileage may vary.

Ok, Just a wild guess here but to my thinking the tang site method uses 2 reference points. Rear and front sight and so has a different "line" of sight than the scope. The scope uses 1 reference point and has a different "line" when sighting. Now this probably makes no sense and ...

No info on an airline case...but if I'm not mistaken he would be able to break the gun down and ship the gun to himself pretty cheap if there was an address on the destination end that he could use. Just a thought.

When you say Win 94 do you mean the newer post 64 issue? If you are looking for headspace fix on an older pre64 you can purchase lugs oversize by .005, .010, and .015. I have done this on a 1917 Win. 1894 30-30. and it works well.

Here is another idea on this. Could the Win. 94 be converted to 37/44 B&D? Looks to me like you would need to open the bolt face a bit, swap out the cartridge guides with those of a 44mag and possibly the lifter, have the chamber reamed. This would eliminate the need for the metal cartridge bloc...
