I have a Rossi, 24" octagonal barrel, perfect for silhouette with Lyman 17a front and Marbles tang sight. I smoothed it up a little, it has never stuttered through at least a couple thousand rounds.

I'd remove the breech bolt and totally disassemble it to give it a thorough cleaning. Sometimes the .22 ammo is pretty dirty, and the recesses around the extractor can get clogged and not let it function properly.
