Has anyone researched the use of the flare cartridge in a legal flare gun as a way to defend yourself in an emergency situation..?? It seems to me that catching a flare in the chest at close range wouldn't be a good choice and presented with that option might be sufficient to send a bad guy off look...

Has not the .38 special in a HAND GUN worked for the police for many years??? No...not really. It was issued for many years....that doesn't mean it worked well. A lot of factors go into the process of choosing a sidearm for law enforcement. Effectiveness has historically not been high on the list.
